Encode and decode base64 strings

Bun implements the Web-standard atob and btoa functions for encoding and decoding base64 strings.

const data = "hello world";
const encoded = btoa(data); // => "aGVsbG8gd29ybGQ="
const decoded = atob(encoded); // => "hello world"
